Müslüman bilim adamları, namaz vakitlerinin hesaplanması, kıble yönünün tespit edilmesi gibi nedenlerden dolayı astronomi ilmi ile İslam’ın erken dönemlerinden itibaren ilgilenmeye başlamışlardır. Bu bilim dalıyla yakından ilişkili olduğu düşünülen İlm-i aḥkâm-ı nücûm’un, astronominin bir parçası olduğu iddia edenler de olmuştur. Ancak, içindeki “ahkâm” ifadesi nedeniyle birçok ilim adamı bilimler tasnifinde, İlm-i aḥkâm-ı nücûm’u, astronomiden ayrı tutmuş onu doğal ilimlerden saymamışlardır. Birçok İslam Devleti’nin yöneticisine çeşitli ahkâm risaleleri sunulsa da müneccimbaşılık bağımsız bir kurum olarak Osmanlı Devleti zamanında, II. Bayezid döneminde teşkilatlanmıştır. (...) Bu dönemde müneccimbaşı, ikinci müneccim ve müneccimlerden oluşan bir heyet oluşturulmuş, zaman zaman birtakım değişikliklere uğrasa da kurum varlığını Cumhuriyet’e kadar devam ettirmiştir. Bu makalenin amacı Osmanlı Devleti’nin bir kurumu olan Müneccimbaşılık kurumu hakkında bilgi vermek ve 1712 yılında yayımlanmış bir ahkam risalesinden yola çıkarak bu tür risalelerde hangi konuların ele alındığını ortaya koymaktır. Devlet Arşivleri Genel Müdürlüğü Osmanlı Arşivinde tespit edilen belgeler ışığında bu çalışma yapılmıştır. Yöntem olarak Arşiv ve literatür taraması yöntemi kullanılmıştır. Makalenin cevap aradığı soruların başında Kur’an-ı Kerim ve Hadislerde gaybın bilgisinin yalnız Allah’ta olduğu vurgulanmasına rağmen Osmanlı devletinde bu kurumun varlığını nasıl devam ettirdiği ve bu ilimle uğraşanların bu eleştirilere nasıl cevap verdiği, ahkamlarda hangi konulara değinildiği? Gibi konular gelmektedir. Makalede ulaşılan bazı bulgular şunlardır: Bu kurumun temel görevi namaz vakitlerinin belirlenmesi, ramazan hilalinin gözlemlenmesi, eşref saatinin tespit edilmesidir. Bununla birlikte bir yıl içerisinde meydana gelecek olan olayların bilgisine de ahkâm kısmında yer verilmektedir. Bazı padişahlar yapacakları işleri müneccimbaşının bilgi notları doğrultusunda gerçekleştirmeyi önemsemişler, hatta farklı coğrafyalardaki yöneticilerden müneccim talebinde bulunmuşlar, bazıları ise önemsememişlerdir. Bu ilimle uğraşanlar genellikle usta çırak ilişkisi içerisinde yetişmişlerdir. Bununla birlikte farklı meslek gruplarına mensup olanlardan da bu ilme heves edenler ortaya çıkmış, kendilerinin görevleri olmadıkları halde ahkâmlar hazırlamışlar ve bu ahkâmları padişahlara sunmuşlardır. Bunlardan biri de Vakanüvis Naîmâ Efendi’dir. İlk resmi Osmanlı Vakanuvisi olan Naîmâ 17. yüzyılın sonları 18. yüzyılın başlarında değişik idari görevlerde bulunmuştur. İki defa görevinden azledilmiş dönemi araştıran tarihçiler tarafından buna gerekçe olarak Naîmâ’nın düzenlemiş olduğu ahkamlar gösterilmiştir. Naîmâ bu ahkamlarda kendince tespit edebildiği olumsuzlukları açık bir şekilde kamuoyu ile paylaşmıştır. Bu da dönemin idarecilerinin düşmanlığını kazanmasına neden olmuştur. Ancak Naîmâ ahkam yazmaya devam etmiş, yüksek bürokrasiye dönebilmek için 1712 yılı için hazırladığı ahkamında siyasi bir dil kullanmıştır. Ona göre bu bir ilimdir ve bu ilimle uğraşmak İslam’a aykırı bir durum değildir. Verdiği bilgiler ise iddiadan uzaktır. Mesela padişahın yaşamını sıhhatli bir şekilde uzun süre devam ettireceğini, 1712 yılı için bir iki çocuk sahibi olabileceğini, gezegenlerin konumlarından deprem ve yangın emaresi olduğunu, ancak bu yangın ve depremlerin gerçekleşme ihtimalinin düşük olduğunu risalesinde belirtmiştir. Devletin eski gücüne kavuşması için yapılması gerekenlere de değinilmiştir. Üzerinde durduğu önemli konulardan biri donanmadır. Donanmanın güçlendirilmesi için sicili temiz, görev bilincine sahip yetenekli denizcilerin istihdam edilmesini, korsanlık yaparak, halkın malını, canını tehdit edenlerin ise yakalanıp cezalandırmasını önermiştir. Devlet bürokrasisinde liyakatli kişilere görev verilmesinin önemi üzerinde durmuş, bununla birlikte kendisine üst düzey bir görev verilmesini de istemiştir. Ona öre eski ihtişamlı günlere tekrar kavuşmak için taşraya atanan bürokratların işin ehli olanlar arasından seçilmesi gelmektedir. Yine istikrarı sağlamak ve devam ettirebilmek için teftiş önemlidir. Denetim mekanizması çalıştırılmalı yetersizlik gösterenler yolsuzluk yapanlar halka zulmedenler derhal görevden alınmalıdır. Devletin halk içerisinde güveni yeniden tesis etmesi için asayiş olanlara karışanları cezalandırmasını, cezasını çekip ıslah olmuşlara da af çıkarmasını tavsiye etmiştir. Devletin gerilemesindeki iç nedenler üzerinde durmuş ancak dış nedenler üzerinde durmamıştır. Bununla birlikte pozitif bilimlere önem verilmesine değinmiştir. Osmanlının sürekli mücadele içerisinde olduğu Batı’nın hızlı bir şekilde ilerlemesi üzerinde yani her ne kadar gerilemenin dış sebepleri üzerinde durmuş olmasa da pozitif bilimlere önem verilmesi üzerinde durmuştur. This article deals with the elevation of the administrative status of Jerusalem from vilāya to niyāba and the impact of this transformation on the judicial organization and the appointments in the city. During the early Mamluk period, Jerusalem remained as wilāya, a less significant administrative unit, subordinate to the nā’ib of Damascus. However, in the later eighth/fourteenth century, the city was turned into a separate niyāba, an administrative unit governed by the viceroy (nā’ib al-saltana) of the sultan, and attached directly (...) to Cairo, the political centre of the Mamluks. While the existing scholarship tends to see this change as a manoeuvre against the Crusader threat, this article argues that the foundation of niyāba in Jerusalem was associated with the bureaucratic centralisation of the Mamluk Sultanate and the religious importance of the city. Unlike the Ayyubid politics of fragmented sovereignty between the dynasty members, the Mamluks appointed viceroys on behalf of the sultan to the significant cities of Syria. Therefore, the foundation of niyāba in Jerusalem can be seen as a continuation of this attempt toward the centralisation of the Syro-Egyptian lands. On the other hand, with this change, the Mamluk sultan had the opportunity to express his patronage over Jerusalem in a more powerful way and to control the administrative, judicial, and scholarly realms in the city directly. What is more important in terms of the judicial practices is that Jerusalem was introduced to four chief judgeships (Shāfi‘ī, Hanafī, Mālikī, and Hanbalī) within the thirty-year period after the founda-tion of niyāba. All these changes meant that the city became bureaucratically more integrated with Cairo so that the Cairene elite were increasingly in-volved in local appointments of scholars. Moreover, it became increasingly crucial for Jerusalemite scholars to have connections with Cairene bureaucrats in order to secure scholarly positions in Jerusalem. (shrink)

We understand from the oldest sources that have reached us that according to their status, racial characteristics, culture, religion etc. people called their adressees with many different names besides their own names. The Arabic nicknames and titles, which are the main subject of our research result of this necessity. Before the formation of Islamic culture and civilization, different titles were used in all civilizations, especially in the Byzantine and Sassanid empires, for the members of the group, which were considered as (...) the elite class, apart from their names. Of course, the Arab society of jahiliyyah was also greatly influenced by his. In the political and bureaucratic structure created by the rapid spread of Islam and the interaction from different civilizations, a new naming, or rather nicknames, were made by using religious figures. This happened to such extend that the original names of many rulers remained in the shadows. The strict centralist structure of the Umayyad state required an authoritarian state administration that would not need excessive credit or definition. Therefore, the caliph did not need an extra nickname or title to define himself. At the same time, it would be appropriate to say that they never had any thoughts of praising the politicians and bureaucrats affiliated with them. The radical change in the political understanding with the Abbasid revolution also led to a great change in naming strategies. In fact, it is possible to explain the differentiation in this management approach through titles in the shortest way. The famous names of the Abbasid caliphs are nothing but nicknames. These names, which are adorned with the words of Allah, are actually an effort to show religious sensitivity to the subjects. The sensitivity in the language of diplomacy has come to the fore even more with the special divans established. The language of religion and the language of politics have been intertwined, and the caliph, who is the representative of the creator on earth, has been giving nicknames/titles around him. We see the actual situation of this practice as concrete in relation to the vassal states. During the Abbasid period, the level of relations between the states, which first emerged as semi-independent and later independent, and the caliphate differed according to time and conditions. In proportion to the political power of the Abbasid state, these heads of state were given different ranks. In this research, we try to reveal the background of the ranks given to the heads of vassal state established in the Khorasan and Transoxiana region and carrying out very important activities in the political sense. Additionally, we aim reveal to find out the political, religious and social structure of Tahirids, Saffarids, and Samanids, who are also very important in terms of Turkish history and serve as a bridge between the region and the center of the caliphate, Baghdad. We think that the subject discussed is important in order to discover the unknown aspects of the historical process in the political and bureaucratic formation of the Turkish empires established after the collapse of these three vassal states. In fact, it can be said that even today, the historical anatomy of the ranks used in terms of status determination and the arrangement of the political field in different Islamic geographies is being explored. Most importantly, in this study, we try discover the cornerstones of the communication dimension of the mawali with the Arab power. The location of the Transoxiana and Khorasan geographies before the Islamic conquests and the population fluidity accelerated by the Turkish migrations were an important factor in the political formation of the region during the Abbasid period. The historical background was taken into consideration in the titles given to the vassal state rulers. It is remarkable that the caliph gave the old Turkish title “ıhsid” to a Turkish leader of a state established in Egypt. There are many other examles such as this with regard to the vassal states in the East. The conclusion we have obtained from our study is that titles play a decisive role in the political connection between the center of the caliphate and the affiliated states. On the one hand, this regulates the balance between the center and local administrators, on the other hand, it determines the moral as well as the material rank of the sultans in the eyes of the people. In fact, the successes in the conquests led the caliphs to rank the vassal sultans with titles. This situation is a kind of password that determines the balance between the religious authority, the caliphate, and the worldly authority. (shrink)

The Qur'an is a holy book on which many studies have been carried out by both Muslims and non-Muslims. In terms of its religious and cultural origins, Turkey is one of the countries where the most research on the Qur'an has been conducted. However, the fact that the studies and contributions will be gain a more important place in the international arena, the articles written about Qur'an in Turkey be addressed in various aspects in this article. For this purpose, the (...) articles have been classified firstly by the contents. Thus, it has been questioned which topics have been researched much and which ones have been researched relatively less. Secondly, the article also aims to determine how many articles composed about Qur'an in an interdisciplinary manner. And the numerical changes of the articles are also examined yearly. In addition, the number of articles related with Qur'an and written in a language except for Turkish is also determined in the article. Based on that, some evaluations are made about these articles and their authors. Finally, some formal, contextual and scientific procedural errors in the articles written about Qur'an have been examined, and it has been investigated whether there have been ethical violations in the articles or not. Lastly, various suggestions to eliminate the deficiencies, have been suggested. Since the excessive increase in the number of articles after 2015 made the research difficult, the determinations in the article are limited to the articles between 1930 and 2015. (shrink)

Maḳâle fî ṣınâʿati'l-manṭıḳ, the only work of Maimonides on logic, has a distinctive feature in point of presenting a logical summary based on terms. This article shaped by titles, which evaluates the opinions here in the form of explanation, comparison and analysis for many reasons; philosophy of logic, preparation for logic, concepts, propositions, comparison and five arts. In the philosophy of logic, it is examined what kind of knowledge logic is in the context of its relationship with philosophy and sciences (...) and its necessity for the certainty of knowledge. In the logic preparation part, two basic problems, namely the concepts of relational existence and the theory of causality, are discussed. These are not direct problems of logic, but are considered as preparatory issues for a better understanding of logic. Five universals, categories and definition theory are included in the concepts. In the propositions section, propositions are discussed and evaluated according to their quality, quantity, counter-affirmation situations, modality and rotation situations. In the syllogism part, the basic concepts, figures, modes and types of qiyas are included. In the five arts section, the five arts and the propositions that can be precursors are emphasized. We investigate the explanatory role of epistemic virtue in accounting for the success of science as a social institution that is characterized by predominantly epistemic ends. Several structural explanations of the epistemic success of science that commonly rule out virtue attributions to scientists are explored in reference to a case of collective epistemic vice; namely, the credibility crisis in the social and behavioral sciences. These accounts underline the social structure of science as the chief explanatory factor in its collective success, (...) and endorse a common conclusion, namely that individual virtue is neither necessary nor sufficient for science to be successful. While acknowledging that divergent motivations and behaviors might also serve the collective goals of science, our analysis of the credibility crisis shows that the presence of a significant proportion of epistemically virtuous scientists in a scientific community is a necessary condition for collective epistemic success in a scientific community. Makale, tartışmaya en-Nesefî’nin peygamberlik kavramından ne anladığını ele alarak başlar ve onun tarafından kavramın lügavî, felsefî ve kelâmî anlamlarına dair sunulan görüşler tasnif edilir. Ardından, en-Nesefî’de nübüvvetin, aklî açıdan mümkün ve Allah’ın hikmeti açısından vâcib olmak üzere, iki farklı kategorik açıdan ele alınışı işlenir. En-Nesefî nübüvvetin hem aklen mümkün oluşuna hem de onun Allah’ın hikmeti gereği gerekli oluşuna dair birçok argüman sunar. İnsan aklının bilgiye ulaşma (...) kapasitesinin sınırlı oluşu, dini bilginin açık ve sarih bir şekilde ortaya konulmasının gerekliliği ve yine gelecek nesiller için bu bilginin korunmasına ve depolanmasına duyulan ihtiyaç peygamberlik müessesesinin makul, mümkün ve gerekli oluşuna dair çok değerli iç görüler sunar. Makalenin ikinci kısmı, en-Nesefî’nin nübüvvet iddiasında bulunan birinin iddiasının geçerli olup olmadığına dair sunduğu kriterler ya da kıstaslar üzerine yoğunlaşır. En-Nesefî peygamberlik iddiasında bulunan birisinin iddiasını temellendirmesinin en etkili yolunu mucize olarak görür. Ardından mucizenin tanımına ve onun kelâmî ve felsefî gelenekler içerisinde nasıl anlaşıldığına dair bazı açıklamalar yapar ve mucizenin sıhhatine dair şartları tartışır. Örneğin mucizeler, becerilerini mükemmelleştirmek için yıllarını harcamış sihirbazlar tarafından gerçekleştirilen illüzyonlardan veya sihir numaralarından ayrılır. Bu kişiler, el çabukluğu kullanarak olağanüstü görünen numaralar sergileyebilirler çünkü onlar göz yanılması sayesinde izleyicileri aldatmaya yönelik zengin bir deneyim ve uzmanlığa sahiptirler. Bununla birlikte, daha yakından incelenip derinlemesine düşünüldüğünde, illüzyon numaralarının ardındaki nedenler keşfedildikçe, hilelerinin gizemi ve gücü yavaş yavaş azalır. Fakat, mucizeler araştırıldıkça ve üzerine düşünüldükçe giderek daha kesin ve güçlü hale gelirler. Sonuç olarak en-Nesefî’ye göre sadece entelektüel bir Tanrı anlayışı ya da inancı kişiyi din tarafından müjdelenen mutluluğa ulaştırmak için yeterli değildir. Kişinin dünya üzerindeki varlığını tatmin edici bir anlama (hikmet) bağlayabilmesinin, yine hem bu dünyaya hem de öbür dünyaya dair menfaatlerinin farkında olup onları elde etmeyi öğrenmesinin yegâne yolu peygamberlik müessesesidir. Özetle, bu makale, en-Nesefî’de nübüvvet kavramının kapsamlı bir analizini ortaya koyarak ve onun nübüvveti destekleyen rasyonel argümanlarını tartışarak, İslam düşüncesinde nübüvvet kavramının ve nübüvvete getirilen aklî savunuların daha derin bir şekilde anlaşılmasına katkıda bulunmayı ve yapılacak olan muhtemel modern aklî savunuların hangi hususlara odaklanması ya da mecralara yönelmesi gerektiğinin ipuçlarını ortaya koymayı hedeflemektedir. This thesis presents a communicative account of personhood that argues for the inseparability of the metaphysical and the practical concepts of a person. It connects these two concepts by coupling the question “what is a person” with the question "how does one become a person". It argues that participation in social interactions that are characterized by mutual recognition and giving-and-taking reasons implied by the practical concept of a person is in fact an ecological and developmental condition for an entity to (...) possess the kind of characteristics and capacities such as reflexive self-consciousness addressed by the metaphysical concept. The chief theoretical contribution of the dissertation research lies, accordingly, in demonstrating that an adequate metaphysical concept of a person has to make reference to the kind of social processes that are necessary for the emergence and development of the distinguishing attributes of persons among other moving, perceiving, desiring and cognizing agents. Methodologically, it undertakes an original philosophical analysis that is enriched by an interdisciplinary investigation of several notions and insights from semiotics, comparative and developmental psychology, cognitive science and anthropology. The main argument of the thesis is that one becomes a person through internally recreating a social, communicative process; namely, that of dialogical transformation of habits. We find the paradigmatic case of this social process in mutual persuasion. The internalization of this process in the form of an inner dialogue cultivates a social self that is in ongoing communication with the embodied, organismic self of uncritically habituated attitudes, convictions and desires. This inner dialogue can be conceived as a temporally extended process of self-persuasion, which is characterized by an ongoing strive for attaining higher degrees of self-control; that is, for achieving a more coherent alignment between our habits and the kind of person we would like to be. It starts with self-interpretation and self-evaluation, and culminates in the formation of higher-order desires that facilitate habit-change and novel habit formation in accordance with certain social, moral, aesthetical or intellectual categories and norms one comes to endorse. For this reason, self-induced, deliberate habit-change is also a process of appropriation or self-appropriation, through which we strive to cultivate habits of feeling, thinking, acting that we can deem more truly ours. The thesis demonstrates that the capacity for engaging in this kind of self-persuasion consists chiefly in the capacities for metasemiosis, perspective-taking, and for cultivating habits of reflexivity. It explicates how all these capacities have a social origin and ultimately a social function by showing that they all presuppose certain higher-order communicative patterns that arose through an evolutionary and cultural history, and develop through the internal reconstruction of these patterns as cognitive-semiotic processes. The thesis concludes that becoming a kind of being who can engage in self-persuasion, thus a person, consists ultimately in internalizing the patterns of communicative social interactions in the form of an ongoing auto-communication. Immortality, or life after death one of the deep-rooted problamatics that most noteworthy backgrounded and never losing its freshness, in the philosophic-thelogical custom. While the expectations of people about the next life, is satisfied as ‘resurrection’ by the theistic beliefs doctorines-thoughts, it is also answered as ‘soul immortality’ by the philosophical approaches. But it is impossible to say both thesis have smootly aspects. In this study, we will rank how this ancient problematic in the history of thought is dealt with (...) in Mulla Sadra's philosophy. Sadra offers an original doctrine of resurrection, which is based on the existential evolution of the self and continues to develop in a continuous process. This doctrine, in which the theories of substantive movement, abstractness of imagination and selestial-spiritual bodies are used as basic parameters, is a critical answer to the philosophical doctrine that acknowledges the continuity of spiritual existence with the classical thelogical thought that advocates the return of worldly bodies. In this respect, it appears as a third alternative alternative for Islamic eschatology, trapped between theories of de resurrection through biological body and spiritual immortality. (shrink)

This study focuses on implementing electric vehicles (EVs) in developing countries where energy production is mainly based on fossil fuels. Although for these countries the environmental short-run benefits of the EVs cannot offset the short-run costs, it may still be the best option to implement the EVs as soon as possible. Hence, it is necessary to evaluate the alternatives to introducing EVs to the market due to the environmental concerns that created an opportunity for some developing countries to catch up (...) with the international competition. Therefore, we develop a case scenario to explore the decision-making process in implementing the EVs with three alter natives and twelve criteria. We solve the decision-making problem by using Type-2 neutrosophic numbers (T2NNs) based on the RAFSI (Ranking of Alternatives through Functional mapping of criterion sub-intervals into a Single Interval) method. The proposed model combines the advantages of the RAFSI technique, and it applies T2NNs to address the uncertainties. The results show that the alternatives that may suspend the implementation of the EVs are inferior. Direct implementation of EVs is prioritized. The policy implications of the results are discussed in the study. (shrink)

Duygular, çok fonk-siyonlu yapısıyla insanın niyet, tutum, tavır ve eylemlerini belirleme, harekete geçirme, yönlendirme, etkile-me, dönüştürme, frenleme ve bazen de manipüle etme araçlarıdır. İnsanı tam anlamıyla tanıma-nın yolu, pratik yaşantısı içerisinde ortaya çıkan duygusallığını anlamaktan geçer. Dolayısıyla teorik olanın durağanlığı ile (...) hayatın akışkanlığı arasındaki uçurumda duygular, felsefi bir soruşturmanın konusu olmakta-dır. Duygunun dinamik yapısını ve sınır çizilemeyen doğasını dilin sınırları içerisinde ifade etmek kolay değildir. Bu-nunla birlikte insan için duygular, kendini, evreni, doğayı, maddeyi, bireyleri, toplumları, iyiyi, kötüyü, değerli olanı ve olmayanı anladığı, olgu ve olaylarla başa çıktığı, pratik hayatını yönettiği, karar verme süreçlerinde, niyetlerinde, yönelimlerinde ve seçimlerinde etkin, tüm bu süreçlere içkin, dinamik, fonksiyonel ve bilişsel öznitelikler olarak öne çıkmaktadır. İnsan, günlük yaşamı içinde çok çeşitli duygu durumlarını tecrübe etmek-tedir. Böylece o, tecrübe ettiği bu duygu durumları ile sürekli değişen ruh hallerine sahip olmaktadır. Bu tec-rübeler, dış etkenlere bağlı olabildiği gibi insanın içsel dinamiklerinin etkisiyle de ortaya çıkabil¬mektedir. Sosyal yaşantısı itibariyle insan, duygusal tepkiler veren ve duygusal etkiler alan dinamik bir ahlak yaşantısı-na sahiptir. Bu bağlamda duygular, insanın kendi benliği ile yaşadığı toplumun benliği arasında denge kurma-sını sağlamakta ve insanın temel yönelimlerini belirlemektedir. Duygular, insana eylem motivasyonu kazan-dıran, onun tasavvurlarına, geçmiş, şimdi ve gelecekle ilgili değerlendirmelerine yön veren, harekete geçirici yetilerdir. Pişmanlık, bizzat benliğe yönelen ve onun ahlâkîliğini içsel olarak düzenleyip inşa eden ahlâkî bir özdenetim duygusudur. Bu duygu gerek bireysel ve gerekse sosyal yaşamda insanı etkileyen doğasıyla özel-likle ahlâkî değer dünyasında merkezi bir rol oynamaktadır. Pişmanlık, en yalın haliyle insanın geçmişteki eylemine ya da eylemsizliğine dönük olumsuz yargısını içeren acı bir his biçiminde ortaya çıkmakta ve keşke ifadesiyle dile gelmektedir. Pişmanlık duygusu insanda içsel tesirlerin etkisiyle oluşmaktadır. Çoğu ahlak duygusu gibi pişmanlık da hem fenomenolojik bir duyuş hem de bilişsel bir yargı içermektedir. Psikolojik ve kavramsal açıdan karmaşık bir duygu olan pişmanlık; üzüntü, hayal kırıklığı, özlem, nostalji ve bazen bir şey-den pişmanlık duymamanın verdiği rahatlama gibi bir dizi duyguyu ortaya çıkarmaktadır. Pişmanlık aynı zamanda güçlü, motive edici bir üzüntü ve işlerin istendiği gibi gitmediğine dair tutkulu bir şikâyet olarak da kendini gösterebilmektedir. O, bugünümüzü ve geleceğimizi şekillendiren genellikle geçmişe dönük bir acı deneyimidir. Pişmanlık, genellikle kişinin yaptığı şeyi onaylamadığını, farklı şekilde olmasını arzuladığını, üzüldüğünü, utandığını veya suçlu olduğunu ifade eden ve farkındalıkla ortaya çıkan bir duygudur. Pişmanlık, insanı geçmişteki ve şimdiki hatalarından ders çıkarmaya ve gelecekteki davranışlarını düzeltmeye teşvik eden, insanın özdenetim yeteneğinin bir parçasıdır. Bu duygu, kişinin kendi eylemleriyle ilgili içsel muhasebe-sinin bir sonucu olarak ortaya çıkan düzeltici ve iyileştirici ahlaki bir özdenetim duygusudur. Pişmanlık, insa-nın ahlaki doğasının zorunlu bir sonucudur. Bu duygu onun seçim yapabilen bir varlık olmasından, yani ahlaki özgürlüğünden kaynaklanmaktadır. Pişmanlığın oluşabilmesi için ahlaki eylemin en az iki seçenek arasından yapılacak bir seçim sonucunda gerçekleşmiş olması gerekir. Bu nedenle, pişmanlığın ön koşulu özgürlüktür. Akıl ve duygunun düşüncelerimiz ve eylemlerimiz üzerindeki karşılıklı rolleri, özellikle pişmanlık olgusunda belirgindir. Dolayısıyla ister pratik ister teorik alanda olsun pişmanlık, sadece insanın duygusal yanıyla değil, bilişsel yanıyla da ilgili bir duygudur. Pişmanlığın, geçmişte yaşanmış veya bugün etkisi devam eden bir olgu üzerinde kişinin hatasını fark etmesiyle oluşan bir üzüntü hali olması, onun bir değerlendirme duygusu oldu-ğunu gösterir. Duyguların harekete geçirici yönü pişmanlıkta geriye doğru işlevsiz olacağından, bu teşvik edici yön gelecekte pişmanlık yaratan durumun tekrarını önleme yönünde kendini göstermektedir. Böylece geç-mişte yaşanan üzücü bir durum, olumsuzdan olumluya, yıkıcıdan yapıcıya doğru ahlaki bir evrime zemin hazırlayacaktır. According to Ibn Khaldūn, man is a social entity deeply influenced by the geo-economics-politics of the environment in which he lives. The effect is seen as so strong that nearly all of these structures in their relationship to human beings are dominated by it. In this system, we see human beings as a creature who is both able to adapt himself to the environment and able to evolve in this harmony. From the perspective of Ibn Khaldūn, man cannot be evaluated (...) or defined separately from the environmental conditions, the technique and architecture he has developed. Ibn Khaldūn sees the primary source of this change to be the desire to make life both more prosperous and bearable. Therefore, the most natural motivations that affect man’s desire to alter the natural world are the environmental challenges that he encounters. The challenges that are imposed upon man in the natural world are those that have led to human progress. From badāwa (nomadic society) to ḥaḍāra (sedentary society) and so to the ceaseless drive of human progress that has served to make life more endurable, every effort in this sense leads to a physical and moral loosening as the incessant struggle to survive that defines human existence is made more bearable. Physical slack by breaking the resistance of man to resist the environmental conditions; and moral looseness by making man more vulnerable to the temptation of desires, pleasures and welfare that are the cause of moral dilemmas. Ibn Khaldūn’s moral thought with its social, political, and other fields of application are all contexts that enable an understanding of the devaluation of money-hedonist morality in all ways. This article aims to analyze the social, political and economic dilemmas and challenges that the capitalist, consumption-based money-hedonist morality (obesity, social media addiction, consumption, and moral devaluation in the face of financial, virtual and imagined valuations, etc.) from the perspective of Ibn Khaldūn. Summary: Man is endowed with both good and evil. Ibn Khaldūn notes that man tends to misuse these two orientations with a higher inclination towards evil, and that social conditions have an effect on this. He sees another characteristic of man, that they develop habits; accordingly, man is the child of his habits. Habits are second nature to man and affects all of his perceptions, particularly notions concerning truth. At the same time, human beings are under the constant influence of both habits, culture, and climate and geography; and all of these together affect our ethics, psychology and characteristics. Thus, man is a historical, social being that is changed, transformed and determined by adapting to these cultural, social, political and ecological conditions. The concept of Money-Hedonism is one that we have created by combining the terms monetarism, an economic concept, and hedonism, a concept in moral philosophy; the resulting term we seek to produce essentially translates as the adoration of Money. As is well known, hedonism refers to a philosophy of life that has its origins in the ancient Greek world which sees the purpose of life as one in which the pursuit of pleasure is the highest good. Whereas, Monetarism is an American-based economic view developed by Milton Friedman in 1970, linking all the balance in the economy to the supply and demand of money. According to this, the demand for money is operation, precaution and motives of speculation of individuals the amount of money they want to keep in cash on them. The power of an exchange tool increases with the amount and quality of what it is achievable in its utilization. In this respect, money has been an unprecedented source of power in modern society as a means by which change can be achieved. The increase in the power of money as an effective means as manifesting power has led to a socio-cultural and socio-economic superstructure around this power. In the life of an individual that is part of such a culture and is unable to isolate himself from the economy in which he lives, the values that can be expressed with money are consequently formed. In this structure, since the measure of life is money, money determines the quality of human life and human pleasure to a far greater degree than at any time in history. Thus, those living in this age have developed a new moral philosophy of value formed by the combination of these two concepts (monetarism and hedonism), which we have defined as Money-Hedonism. The money-hedonist individual is one that is in love with money, the joy of having it, the pleasure of using it, who desires it with immeasurable passion and ambition and is willing to use all legitimate and illegitimate methods of obtaining it. The most prominent characteristics of this type of individual is egoism, a desire to possess, hatred and mistrust. Ibn Khaldūn argues that the inhabitants of a city that live a settled life and who are living in the city have become economically prosperous and absorbed by consumption and pleasure, and, consequently morally degenerate as a result of the abuse of their evil nature. As can be understood from Ibn Khaldūn’s explanations, the basic element that determines the transition of people from the badāwi way of life to ḥaḍāri (settled) is the change in the livelihoods and related needs. He perceives this change as progressing from necessity to luxury, and, with this change, ethical concern in the nature of people being replaced by aesthetic care. In this way, since aesthetic concern reveals the dissatisfaction of the human self, man always pursues what is perceived to be better and more beautiful, and therefore he easily tends to any malignancy that may disrupt his religious and worldly peace. The ḥaḍāra community of Ibn Khaldūn versus the badāwa represent a modern society with a much more heterogeneous population, with a significant increase in lifestyle diversity along with urbanization. However, the determinative effect of the relationship with nature or the way in which society engage in economic activities have not changed. While modern people are urbanized, they are also heterogeneously shaped by psycho-social necessities demanded by urbanization. Man has created a new socio-psychological condition that not only affects the socio-economic but the way of forming a relationship through the accelerated development of new communication methods, facilitating access to information, and the opening of new methods of communication field between institutions. While man’s connection to nature has become disconnected, he no longer perceives himself as human being in nature but as a human within the city, the individual urban life and the law define this perception. The rupture from nature has created an inevitable result of alienation to nature as well as the estrangement of man with his own nature. The liberal policies adopted with capitalism have encouraged competition and free entrepreneurship. In the time that Ibn Khaldūn lived, man who created himself with his struggle in the nature brings himself / herself into the economic structure of competition in the modern period. Unlike in more traditional societies of the past, the modern way of life not only expresses itself in our new way of life and moral values, but also by statistical values. The exploitative and mathematical world, which forms the current economic science, shapes the socio-economic and socio-psychological structure of modern man. It is understood that the life brought by luxury renders the dynamic, subjective, disciplined sense of morality dysfunctional by destroying the moral values of man, particularly by reducing their feeling of shame. As a result, while the world of value of money-hedonism is solid, materialistic and cold; man in trying to exist in this world of value carries a flexible, spiritual and emotional nature. As such, human beings are pushed into social anomaly situations such as a constant conflict, dilemma, suicide, insecurity and solitude in this world of value. (shrink)

Günümüzde insan zihni çeşitli algı yönetimi metodlarıyla saldırıya mâruz kalmaktadır. Medya insan algılarını yönetmekte sıkça başvurulan bir araçtır. Bu yöntemlerin etkisiyle insanlar gerçeklerden daha çok algılarına göre hareket etmektedir. Oysa algılar her zaman gerçeğe tekabül etmez. Bu bağlamda Batı dünyasının yeni ötekisi/düşmanı Müslümanlar hakkındaki olumsuz algı en çok Kur’an-ı Kerim üzerinden oluşturulur. Araştırmamızda güncel algılara aykırı görünen iki örnek Kur’an perspektifinden incelenmektedir. Bu meseleler Hz. Muhammed’in Hz. Aişe ve Hz. Zeyneb’le yaptığı evlilikler, çok evlilik mevzusu ve kölelik meselesidir. Çalışmamız nitel (...) bir araştırma olup literatür taramasına dayanmaktadır. Öncelikle bu konuların Hicaz-Arap kültüründe ve Kur’an’da nasıl yer aldığı ele alınmaktadır. Örnek olarak incelenen uygulamaların var olan kültüre uygunluğu müşrik, Yahudi ve münafıkların meseleye bakışıyla ortaya konulmaktadır. Ardından bu hususlarla ilgili oryantalist ve ülkemizdeki İslam dinine önyargılı bazı yazarların iddialarına yer verilmektedir. Araştırmacıların artık bigâne kalamayacağı sosyal medyadan da bazı örneklerden istifade edilmektedir. Nihayetinde şöyle bir tablo ortaya çıkmaktadır. Güncel algı, önce değer haline getirilmekte; daha sonra da bu algı başka zamanlara teşmil edilerek değerlendirme ölçütü olmakta ve bu ölçüye uymayan farklı uygulamalar itibarsızlaştırılmaya çalışılmaktadır. Kur’an ayetleri başta olmak üzere klasik eserlerdeki rivayetlerden hareketle bir itibarsızlaştırma faaliyeti yapılmaktadır. Fakat Kur’an-ı Kerim ayetleri sosyo-kültürel ortamlarından uzak bir şekilde literal okunarak çarpıtma yapılmakta ve genellikle anakronizme düşülmektedir. (shrink)

An expert is commonly considered to be somebody who possesses the right kind of knowledge and skills to find out true answers for questions in a domain. However, this common conception that focuses only on an individual’s knowledge and skills is not very useful to understand the epistemically interdependent nature of contemporary scientific expertise, which becomes increasingly more relevant due to the rise of large interdisciplinary research collaborations. The typical scientific expert today relies substantially on complex scientific instruments and numerous (...) other experts in forming expert judgment. Moreover, we have research collaborations where multiple scientists interact in a way that gives rise to distributed cognitive systems, which can act as a single informant. Accordingly, our concept of scientific expertise should not consist only in individual knowledge and skills, but also accommodate epistemic dependence and collective knowledge production. To this aim, this paper proposes a reconstruction of the concept of scientific expertise as informant reliability by building on the virtue-epistemological account of epistemic competences and theories of extended and distributed cognition. Considered in reference to the social epistemic function of expertise, a scientific expert should be conceived as a reliable informant in a scientific domain, which implies that when consulted on matters in that domain they assert competently, honestly, and completely. Competent expert assertion involves the epistemic responsibility to draw on nothing but the highest degree of epistemic competence relevant to the given context. Thus, being a reliable informant may require one to draw on an extended epistemic competence that goes beyond one’s individual competence, or to form supra-individual or group-informants that manifest collectively the kind of complex epistemic competence required for the investigation of certain research questions. The epistemic subject of collective scientific knowledge has been a matter of dispute in recent philosophy of science and epistemology. Following the distributed cognition framework, both collective-subject accounts (most notably by Knorr-Cetina, in _Epistemic Cultures_, Harvard University Press, 1999) as well as no-subject accounts of collective scientific knowledge (most notably by Giere, Social Epistemology 21:313–320, 2007; in Carruthers, Stich, Siegal (eds), _The Cognitive Basis of Science_, Cambridge University Press, 2002a) have been offered. Both strategies of accounting for collective knowledge are (...) problematic from the perspective of mainstream epistemology. Postulating genuinely collective epistemic subjects is a high-commitment strategy with little clear benefit. On the other hand, eliminating the epistemic subject radically severs the link between knowledge and knowers. Most importantly, both strategies lead to the undesirable outcome that in some cases of scientific knowledge there might be no individual knower that we can identify. I argue that distributed cognition offers us a fertile framework for analyzing complex socio-technical processes of contemporary scientific knowledge production, but scientific knowledge should nonetheless be located in individual knowers. I distinguish between the production and possession of knowledge, and argue that collective knowledge is collectively produced knowledge, not collectively possessed knowledge. I then propose an account of non-testimonial, expert scientific knowledge which allows for collectively produced knowledge to be known by individuals. (shrink)

Large research collaborations constitute an increasingly prevalent form of social organization of research activity in many scientific fields. In the last decades, the concept of distributed cognition has provided a suitable basis for thinking about collective knowledge in the philosophy of science. Karin Knorr-Cetina’s and Ronald Giere’s analyses of high energy physics experiments are the most prominent examples. Although they both conceive the processes of knowledge production in these experiments in terms of distributed cognition, their accounts regarding the epistemic subject (...) of knowledge thus produced are quite different. While Knorr-Cetina argues for an irreducibly collective subject, Giere argues for eliminating the epistemic subject and opting for using the passive voice in describing collectively produced knowledge. Neither of these views are easy to assimilate within an epistemological account, since epistemology traditionally operates within an individualist framework. They both entail that we should deny knowledge to individuals when the processes of knowledge production are distributed. I will argue that epistemology should be extended in a way that can accommodate collectively produced knowledge, but that we would have a serious problem if we deny scientific knowledge to individuals. If the members of a large collaboration cannot be said to know, we have to accept the absurd conclusion that either no one or only a supra-individual entity learns from the most successful research collaborations we have. I will argue instead for conceiving research collaborations in terms of a cognitive system that produces knowledge, which can eventually be possessed by constituent individuals when certain conditions are met. Firstly, the distributed research process should be reliable in producing scientific evidence and secondly, there should be a reliable distributed process of criticism for scrutinizing the reliability of the scientific evidence that is collectively produced. I will analyze both conditions in terms of distributed first-order and second-order justification, where I put forward a reliabilist account of justification that is compatible with epistemic dependence. I will conclude that the notion of justified epistemic dependence enables us to attribute knowledge to individuals when knowledge production is irreducibly social. (shrink)

The analysis examines various theories of dignity, with a particular focus on Hannah Arendt’s perspective. Additionally, the (...) article discusses the influence of societal perceptions on AI, illustrating how AI's interactions in social contexts can shape public attitudes and compliance with legal rights. Ultimately, the article emphasizes the necessity of a comprehensive understanding of the relationship between AI, dignity, and the legal framework governing human rights, stressing the significance of recognizing dignity and societal acceptance in determining AI’s right to self-determination. The mutakallimūn, who began to take care of nature as a result of their metaphysical concerns from the early period and with the influence of the dualist and materialist groups, suggested various theories that attempt to explain the structure and functioning of the universe. Over time, many subjects of physics became an indispensable part of Kalām and were used in the proof of the fundamental principles. Thus, in addition to the definition of body (jism), Kalām books began to contain detailed (...) topics such as time, space, movement and distance. After summarizing the definitions of body, which were made by the mutakallimūn, this article will examine the contents of Ibn Kamāl's epistle on ṭafra (leaping), which has many copies with various titles in the Turkish Libraries. In the beginning of the epistle, Ibn Kamāl mentions the descriptions of body suggested by the prominent mutakallimūn, and then, he compares the views of al-Naẓẓām, who believes in the finite division, with atomist mutakallimūn who accept the infinite division. He criticizes the idea of ṭafra with regard to the notion of body in Kalām. After explaining the arguments of both groups with their justifications, he points out the weaknesses of the arguments of each group, as well. In this connection, he revisits the theory of ṭafra, which is, he argues, a mandatory consequence of al-Naẓẓām’s definition of object, as he also reviews the opinions of Quṭb al-Din al-Rāzī in this direction. Integrative experiment design assumes that we can effectively design a space of factors that cause contextual variation. However, this is impossible to do so in a sufficiently objective way, resulting inevitably in observations laden with surrogate models. Consequently, integrative experiment design may even deepen the problem of incommensurability. In comparison, one-at-a-time approaches make much more tentative assumptions about the factors excluded from experiment design, hence still seem better suited to deal with incommensurability.

Onun kaleme aldığı eserlerin çok büyük bir kısmı, Aristoteles’in eserlerine dair şerhler oluşturmaktadır. Bu sebeple o Büyük Şarih olarak anılmıştır. Bu şerhler büyük, orta ve küçük şeklinde üç tarzda yazılmıştır. Burada Türkçeye çevirdiğimiz eser, Aristoteles’in Organon diye bilinen mantık külliyatının ikinci kitabı olarak kabul edilen Peri Hermeneias adlı eserin orta şerhidir. Bu eserin genel muhteviyatı isim, (...) fiil ve edat gibi genel lafızlarla başlar, önermenin yapısı, niteliği, niceliğiyle devam ederek ve önermelerin modalitesiyle son bulmaktadır. Ele alınan konuların kapsamı Peri Hermeneias ile aynı derece ve sıralamaya sahiptir. Yer yer İbn Rüşd, yaklaşımına dair yeni şeyler eklese de eser, daha çok bir serbest çeviriyi andırmaktadır. Falsificationist and confirmationist approaches provide two well-established ways of evaluating generalizability. Yarkoni rejects both and invents a third approach we call neo-operationalism. His proposal cannot work for the hypothetical concepts psychologists use, because the universe of operationalizations is impossible to define, and hypothetical concepts cannot be reduced to their operationalizations. We conclude that he is wrong in his generalizability-crisis diagnosis.
